Dear Industrial Research Institute’s Members,
We would like to introduce this new interesting opportunity for Industrial
Research Institute’s Members: REESTART Project on Renewable Energy and Energy
Efficiency for Sustainable Energy Transition and reinforced trust between SMEs
(small and medium enterprises) and ESCOs (Energy Service Company). REESTART
Project is a EU funded project and is part of the ENI (European Neighborhood
Instrument) Program within the initiative to “Promote innovation and
entrepreneurship in support of Lebanon’s clean energy transition”.
REESTART project consists in four main pillars:
- Capacity Building Program to reach the Lebanese Energy Service Companies
in order to train on the technical, financial and legal framework to develop
own Energy Business;
- Call for Proposal to select 35 SMEs in order to give them a partially
subsidize for Energy Audit; and to select 10 ESCOs in order to give them
access to sustainable energy finance to implement the energy efficiency and
renewable energy interventions;
- Selection, implementation and monitoring of 6 Pilot Projects at SMEs
plant;
- Creation of Lebanese Federation of ESCOs in order to be able in the long
term to rely on a sustainable and guaranteed business ground.
REESTART is a country committed Project, so our goal is to reach different
sectors and cover different areas of the country. The final pilot projects will
be the successful best practices to be replicated in the future, so the
selection will take in consideration the variability and the diversification of
geographical area and Enterprises sectors.The SME Application Form is a
selection process that aims to support Lebanese Small and Medium Enterprises in
greening their business and implementing Clean Energy Solutions.
The deadline for submitting applications is September 30, 2020.
Applications can be submitted in either of the following ways:
- Paper Submission: Submit the application, together with attachments and
reference documents, in printed hard copy in a sealed envelope to REESTART
office in Baabda (Recommended)
- Electronic Submission: Submit the application in electronic from, via
email at

نود أن نقدم لأعضاء معهد البحوث الصناعية هذه الفرصة الفريدة: مشروع "REESTART"
للطاقة المتجددة وكفاءة الطاقة للإنتقال نحو الطاقة المستدامة وتعزيز الثقة بين
الشركات الصغيرة والمتوسطة الحجم (SME) و شركات خدمات الطاقة (ESCO) . مشروع "REESTART"
هو مشروع ممول من الإتحاد الأوروبي، كما أنه جزء من مشروع "ENI" (أداة الجوار
الأوروبية) ضمن مبادرة "تشجيع الإبتكار وريادة الأعمال لدعم انتقال لبنان نحو
الطاقة النظيفة"
يتكون مشروع "REESTART" من أربع ركائز أساسية:
۱- برنامج بناء قدرات شركات خدمات الطاقة اللبنانية وتدريبها في الأطر التقنية،
المالية و القانونية من أجل تطوير أعمال الطاقة الخاصة بها.
۲- دعوى الى عرض؛ إختيار ۳۵ شركة صغيرة ومتوسطة الحجم (SME)، الشركات المختارة
ستمنح دعم جزئي لإنجاز "مراجعة وتدقيق الطاقة" للشركات الممنوحة. إختيار ۱۰ شركات
خدمات طاقة (ESCO)، الشركات المختارة سيتاح لها الإستفادة من تمويل مشاريع الطاقة
المستدامة من خلال تنفيذ مشاريع الطاقة المتجددة و مشاريع كفاءة الطاقة.
۳- إختيار، تنفيذ و مراقبة ٦ مشاريع ريادية يتم تنفيذها لمنشآت الشركات المختارة (SME).
٤- تأسيس الإتحاد اللبناني لشركات خدمات الطاقة بهدف الإعتماد، على المدى الطويل،
على أرضية مهنية مستدامة ومضمونة.
"REESTART" هو مشروع على مستوى البلاد، لذا فهدفنا الوصول الى القطاعات المختلفة
وتغطية مختلف المناطق الجغرافية في لبنان. ستكون المشاريع الريادية النهائية أفضل
نموذج ليتم تكرارها في المستقبل، لذا فإن الإختيار سيأخذ بعين الاعتبار التنوع في
المناطق الجغرافية وقطاعات الشركات.
تستخدم إستمارة الطلب للشركات الصغيرة و المتوسطة الحجم (SME) كوسيلة لعملية اختيار
الشركات، الهدف من خلالها دعم الشركات اللبنانية الصغيرة والمتوسطة الحجم في تخضير
أعمالهم وتنفيذ حلول الطاقة النظيفة.
الموعد النهائي لتقديم الطلبات هو في ۳۰ أيلول ۲۰۲۰
يتم تقديم الطلبات عبر الطرق التالية:
● التقديم الورقي: يسلم الطلب مع المرفقات والوثائق المرجعية المطلوبة إلى مكتب
مشروع " REESTART" في بعبدا ، على شكل نسخ ورقية داخل ظرف مختوم.
● التقديم الإلكتروني: يسلم الطلب عبر الإرسال بالبريد الإلكتروني على العنوان
